Market saturation.
There are already too may mediocre MBA schools enrolling mediocre MBA students.
Lack of funding. For a good program you need a good faculty and good business faculty are expensive. There is also a lot of competition, with many schools offering MBA programs. The school may be unable to attract enough students. It takes five or more years for a school to get accredited by the AACSB and it has to survive and excel during those years. Without substantial endowment, the chance of success is not very high.
