If a masters degree does a lot for your job, then a masters degree will always look better than a bachelors degree.

As a hiring manager myself, I’d be much more impressed by the masters degree from a local state university.
The Ivy League Bachelors tells me that you have wealthy parents.
The Local State Masters Degree tells me that you’re a hard worker who has busted your behind to accomplish your goals.
Ivy league bachelors is much, much better. The alumni support at schools like Harvard, Yale and Princeton is phenomenal and most grads can get great jobs. This holds true even if they didn’t do well.
It would depend on what field you are in and where you want to work. In most places, the Masters would be better. If you are trying to land a job with a Fortune 100, you might do better with the bachelors.
I don’t think the majority of companies are overly impressed with the posh schools, but some, of course, are.
